Emergency Measures and Response
The [translate:Совет по сокращению рисков бедствий и управлению] Metro Manila Disaster Risk Reduction and Management Council (MMDRRMC), led by Metropolitan Manila Development Authority (MMDA) Chairman Romando Artes, issued the highest operational alert. Uwan is expected to bring storm-force winds over 720 kilometers and heavy rains from Sunday afternoon through Tuesday.

Officials' Statements
“This is our highest state of readiness,” said Office of Civil Defense-NCR Director George F. Keyser during the MMDRRMC emergency meeting. “We are not ruling out Signal No. 4 in the NCR as the volume of rain could be unprecedented, even if the eye makes landfall far north.”
The Red Alert also mandates strict coordination among 17 local governments and national agencies. “Even if it’s just wind under Signal 3, we are not exactly sure of the rain volume,” Keyser added.
