The community’s water system experienced a pressure loss in its distribution system. This event may have caused backpressure, backsiphonage, or allowed water to flow from outside into the pipes through cracks, breaks, or joints.
“Such a system failure carries with it a high potential that fecal contamination or other disease-causing organisms could enter the distribution system.”
